Social Circle City Schools is committed to providing an equitable learning and working environment for all students, employees, and members of our community. Federal programs and civil rights laws help ensure that every student has access to opportunities and support needed to succeed.

Below you will find information about federally funded programs, civil rights protections, and district procedures related to these laws.

Federal Programs

Every Student Succeeds Act (ESSA)

ESSA is the federal law that guides K–12 education programs and authorizes many of the federal funding programs that support Social Circle City Schools.

Title I - Improving Academic Achievement

Title I, Part A provides federal funding to support schools in improving the academic achievement of students who are economically and educationally disadvantaged. These funds help provide additional instructional resources and services to ensure all students have access to a high-quality education and the opportunity to meet challenging academic standards.

Title I, Part D provides funding to improve educational services for children and youth who are neglected or delinquent or who are returning from correctional facilities or similar institutions. The program supports successful transitions back to school and helps ensure these students have opportunities to meet the same academic standards as their peers.

Title II, Part A - Supporting Effective Instruction

Title II, Part A provides federal funding to support professional learning and resources that strengthen the effectiveness of teachers, principals, and other school leaders, to improve student academic achievement.

Title III - English for Speakers of Other Languages (ESOL)

Title III of the Every Student Succeeds Act (ESSA) provides federal funding to support programs that help English Learners develop English language proficiency and meet academic standards. While Social Circle City Schools does not currently receive Title III funding, the district provides language support services for eligible students through its ESOL program.

Title IV, Part A - Student Support & Academic Enrichment (SSAE)

Title IV, Part A provides federal funding to support well-rounded educational opportunities, improve school conditions for student learning, and enhance the effective use of technology. These programs help strengthen academic achievement while supporting safe, healthy, and engaging learning environments for students.

Accessibility & Student Support Services

Section 504

Section 504 of the Rehabilitation Act of 1973 is a federal civil rights law that protects individuals with disabilities from discrimination. In schools, Section 504 ensures that students with disabilities receive appropriate accommodations and support to access learning opportunities equal to their peers.

McKinney-Vento

The McKinney-Vento Homeless Assistance Act provides protections and support for children and youth experiencing homelessness. This includes students who may be living temporarily with others due to loss of housing, staying in motels or shelters, living in cars or other temporary settings, or unaccompanied youth living apart from a parent or guardian. The law helps ensure these students can remain in their school of origin and continue their education with stability and support.

Student Records & Privacy (FERPA)

The Family Educational Rights and Privacy Act (FERPA) is a federal law that protects the privacy of student education records. FERPA provides parents and eligible students (students age 18 or older) certain rights regarding access to and control of student education records.

Under FERPA, parents and eligible students have the right to inspect and review education records, request corrections to inaccurate or misleading records, and provide consent before personally identifiable information is disclosed, except in situations permitted by law. Parents and eligible students may also file a complaint with the U.S. Department of Education if they believe FERPA rights have been violated.

Restraint & Seclusion

Social Circle City Schools complies with state requirements related to restraint and seclusion as outlined in Georgia State Board of Education Rule 160-5-1-.35. Physical restraint may be used only when a student poses an immediate danger to themselves or others and is not responsive to verbal directives or other less intensive de-escalation strategies. Parents or guardians will receive written notification each time a student has been restrained. The district maintains written policies and procedures governing the use of restraint.

Civil Rights & Non-Discrimination

Title IX - Sex Discrimination

Title IX of the Education Amendments of 1972 is a federal civil rights law that prohibits discrimination based on sex in educational programs and activities. This includes protections against sexual harassment, sexual assault, and other forms of sex-based discrimination. Title IX helps ensure all students have equal access to educational opportunities and activities.

Americans with Disabilities Act (ADA)

The Americans with Disabilities Act (ADA) is a federal civil rights law that prohibits discrimination against individuals with disabilities. In schools, the ADA helps ensure students, employees, and members of the public with disabilities have equal access to educational programs, services, activities, and facilities.

District Notice of Non-Discrimination

Social Circle City Schools (SCCS) does not discriminate based on race, color, national origin, sex, disability, or age in its educational programs, activities, or employment practices. The district is committed to providing equal access and opportunity for all students, employees, and members of the community.

SCCS is prohibited from discrimination or harassment based on protected characteristics under the following federal laws: Title VI and Title VII of the Civil Rights Act of 1964; the Age Discrimination in Employment Act of 1967 (ADEA); Title IX of the Education Amendments of 1972; Section 504 of the Rehabilitation Act of 1973; the Age Discrimination Act of 1975 (ADA); Titles I and II of the Americans with Disabilities Act of 1990; and Title II of the Genetic Information Nondiscrimination Act of 2008.

Career, Technical, & Agricultural Education (CTAE) Notice of Non-Discrimination

Social Circle City Schools offers career and technical education (CTAE) programs to all students regardless of race, color, national origin, sex, disability, or age. Students in grades 9–12 may participate in the following CTAE program areas:
